Even when you have legal restrictions on economic and social activities in place to contain the spread of the deadly disease , there are still individuals who purposely ignore the rules of tte law with reckless and risk- taking behaviour and damaging actions to serve their own personal purposes
So when there is no longer any restriction, people will simply do whatever they want and more convenient for their personal interests regardless of the rest
It is unwise to lift all the restrictions at once , because it the spread of new and more deadly variants of the deadly RNA pathogen happens , you will have a lot of difficulties with getting people back to needed restrictions again in time when the number of infected hospitalized cases and deaths is rising out of control again, and being unable to respond to a new outbreak quickly or slow response to it always means far much more devastating economic damages and deaths as it were so obviously seen in the previous responses to the new outbreaks
Lifing economic and social restrictions slowly step by step always gives you a chance to monitor the process carefully for any sign of unexpected serious complication or unforeseeable damaging outcomes of lifting the restrictions while the infection and death rates among the population are still on a rising trend so that you can get people back to the needed restrictions quickly enough to respond in time to any new dangerous spread to top any further spread of more deadly strains
It always costs you minimum losses of economic values and human lives when you are able to respond quickly to stop any further spread of any new outbreak right away at the beginning, and oppositely it always costs you the maximum losses of economic values and human lives when you are unable to respond quickly or unhesitantly to any sign of resurging spread of the deadly disease among the population due to one reason or another
